Who has the right to involve a highly qualified specialist?

Highly qualified specialists can be involved by: - Russian commercial organizations; - Branches of foreign legal entities. These organizations have the right to involve foreign employees – highly qualified specialists on conditions that they within two years before the date of filing of petition concerning involvement of highly qualified specialists were not subject for administrative punishment for illegal involvement of foreign citizens or persons without citizenship to labour activity in the Russian Federation, and also didn’t have unexecuted regulations concerning imposition of administrative punishment for commission of administration offence as of the moment of filing of such petition.
